We purchased one and put it through a series of standardized tests to see how it performs in real-world conditions.

The HydroSteam lineup includes several models, such as the 4117, 4120, and 4123. These are essentially the same machine with different accessory bundles, so this review applies to all of them. The 4123 represents the second generation of the HydroSteam, following the previous 3432 model.

The machine uses a trigger on the handle to spray a water and cleaning formula mix. You pull the trigger to spray, and release it to use suction only. This gives you direct control over how much solution you apply, which is useful for spot cleaning and for managing drying time.

Main Strengths

The standout feature is the steam function. Steam has long been used by professional carpet cleaners, but the HydroSteam series remains the only consumer carpet cleaner that offers true steam cleaning. Many competitors advertise water heating, but what they actually do is keep warm water warm. The HydroSteam, by contrast, heats cold water and produces genuine steam.

Bissell claims the steam function removes stubborn stains up to 45% better than non-steam models. In our testing, the steam pre-treatment made a noticeable difference on dried-on stains. Things to Consider Before Buying

The most notable drawback is the suction performance. We measured sealed suction at the hose at 53.3 inches of water lift, which is below the average of 65 across our tested machines. Unsealed suction at the floor head measured 6.9 kPa, also slightly below the average of 7.62. This did not hurt stain removal performance, as the 89.2 score shows, but suction affects water pickup and drying times, so it is worth keeping in mind.

At 20 pounds, the HydroSteam is right at the average weight for carpet cleaners we have tested. It is not heavy by any means, but it is also not particularly light. The steam heating system likely adds some weight compared to non-steam machines in the same class.

The cord is 20 feet, slightly below the average of 21.8 feet. This is a minor inconvenience. You will likely need to swap outlets when moving between rooms in larger homes.

The Bissell Revolution HydroSteam 4123 is a strong carpet cleaner with a genuinely unique feature. The steam function actually delivers, making it an excellent choice if you want steam cleaning capability in a consumer machine. Its stain removal performance is top-tier, and the large tank means fewer interruptions during bigger cleaning sessions.

That said, the below-average suction is a trade-off to consider, especially if fast drying times are a priority for you. The machine did not make our Top 5 carpet cleaners list, but it remains a solid option for households that deal with tough, dried-on stains and want the added power of true steam cleaning.

If steam cleaning is what you are after, the Bissell Revolution HydroSteam 4123 is one of the few consumer machines that genuinely delivers it. Its stain removal performance is excellent, the tank is generous, and the maintenance features are thoughtful. The suction is below average, and the cord is a bit short, but these are minor issues compared to the unique steam capability.
